ChatGPT-made fake bear photo sparked alarm and a ranger search in Russia's Amur region; its creator was fined

A resident of the Magdagachi settlement in Russia's Amur region used ChatGPT in September to generate a photo of a large brown bear walking along a local street and sent it to a friend as a prank. The image spread through messaging apps, police received alarmed calls from residents, and the district head dispatched wildlife rangers to look for the non-existent animal. After the woman called police to confess, a court ordered her to pay a fine of 15,000 roubles ($178). The case came amid heightened alert in Russia over fatal bear attacks this year.

What this means for you

Could this affect you?

Possibly

If you run public, emergency or local government services. A fake AI-made photo alarmed local residents, led to alarmed calls to police and sent wildlife rangers to search for a bear that did not exist. Authorities elsewhere could be misled the same way.

What to check

  • Verify viral wildlife or hazard images before sending out staff or emergency resources.
  • Warn staff that sharing AI-generated 'joke' images of public dangers can lead to fines.
